Melanie L. Fein

Melanie L. Fein represents clients on a wide range of matters arising under federal and state banking, securities, and other laws.  Much of her work focuses on the convergence of banking and securities activities.   

Ms. Fein began her legal career as an attorney with the Board of Governors of the Federal Reserve System.  She subsequently joined the Washington, D.C. law firm of Arnold & Porter where she headed the firm's bank mutual fund practice and was a partner for ten years.  Later, she joined the Boston-based law firm of Goodwin Procter LLP as a partner.  She now maintains her own law practice.  
 

Ms. Fein is the author of the leading treatises on Federal Bank Holding Company Law and Securities Activities of Banks, among other books and publications.
 

Much of Ms. Fein's work focuses on regulatory reform and restructuring issues.  Among her recent client projects, Ms. Fein prepared a series of papers analyzing the Dodd-Frank Act and rulemakings thereunder.     


Ms. Fein is a past chair of the Executive Council of the Federal Bar Association’s Banking Law Committee and has held other leadership roles on committees of the American Bar Association.  She chaired a task force of the American Bar Association's Banking Law Committee on the Causes of the Financial Crisis.   

Ms. Fein has been a member of the adjunct law faculty at Yale Law School, Boston University Law School and Columbus School of Law.  
 

She has served on advisory boards for the Practising Law Institute, Consumer Bankers Association, Banking and Financial Services Policy Report, Stanford Journal of Law, Business & Finance, and other organizations and publications.
